The aim of the CCC Cup is to provide a competition for secondary Catholic schools in NSW to compete against each other in an organized format that will show case Catholic School Boys Rugby League

FORMAT

The competition will be divided into three zones across NSW.

Northern Country
Southern Country
Sydney Metropolitan

Each zone will run their early rounds with the help of their local Development

Officers.

Northern Country- Mark Falkenmire/ ARL Development

Southern Country - Steve Hooper/ARL Development.
Sydney Metropolitan-Run by appointed convenor and ARL DEVELOPMENT

ROUND 1 & 2 & OR 3 & 4

A proposed format for Round 1 & 2 for Sydney Metropolitan would be to run a Gala Day at two venues. Country can also do this if they wish.

Pool 1 & 2 > St Mary’s Stadium

Pool 3 & 4 > TG Milner or Cabramatta Oval

Then each Pool will have 6 weeks to get their other two games played.

ROUND OF 16

Each zone will be asked to have all their schools play four games and at the end of these games the following amount of teams will come out of each zone : These preliminary games can be either played in Gala Day format or round games or either.

Southern Country - 3

There will be invitational spot to be decided

Sydney Metropolitan

Pool-1 > 2 schools
Pool-2 > 2 schools
Pool-3 > 2 schools
Pool-4 > 2 schools

There will be one invitational spot to be awarded by NSW CCC RL in consultation with all pool convenors to Sydney Metropolitan School.

QUARTER FINALS

The quarter finals will be played at venues according to the match ups and this will be decided by the organizing committee.

Thus some games might be in Sydney and others in the country.

The host school will then be deemed the Home Team and will organize the game.

SEMI FINALS/FINAL

The semi finals will be played at a central venue in Sydney unless it includes two country schools.
The central venue would be if possible St Mary’s Stadium.

The final will be played before a NRL Semi or at St Mary’s hopefully with Cochrane Cup and primary school final at the same date if at a local ground.

TIME LINE

Round 1 & 2 > Gala Day> By Term-1 Week-7- Tuesday 9th March
Round-3 By Term -2 Week-3 – Tuesday 4th May
Round-4 By Term-2 Week-7 –Tuesday 1st June
Round-16 By Term-3 Week-1 - Thursday 22nd July
Quarter Finals By Term-3 Week-5 – Thursday 19th August
Semi-Finals By Term-3 Week-7 – Thursday 2nd September
Final by Term-3 Week-9 –Tuesday 14th September [ might be effected by touring teams]

An alternative format would be to start in second week in May after Junior Reps and play preliminary games as either two Gala Day rounds 1,2&3,4] or one Gala Day round 1 &2 and rounds, 3 and 4 after that to finish Term-2. Then go back to above format from Round of -16.

Country schools may wish to follow this or stay with original timeline as they are not effected by Junior Rep season.

ALL TOP TWO POOL WINNERS TO NSW CCC RL SECRETARY BY MONDAY 26TH JULY, AS WELL THE TWO INVITATIONAL TEAMS TO MAKE UP TOP-16.

COMPETITION RULES

1 AGE LIMITS AND PLAYER QUALIFICATIONS

Schools cannot select:

a] any student reaching the age of 19 years at anytime prior to December 31 of current year
b] a student not categorized by the Board of Studies for their HSC, that is they must be enrolled in at least five [5] units of study in the HSC in either BD Courses, CE Courses or TVET Courses in year of competition..
c] a student not 16 years of age at the date of the match.[ SPECIAL CONSIDERATION WILL NEED PARENTAL PERMISSION IN WRITING TO NSW CCC RL SECRETARY IF UNDER-16]
d] a student must be a bona fide student of a Catholic school.
e] A student must have the endorsement of the Principal of that Catholic school.
f] a student not enrolled at the school by the END OF THE PRELIMINARY GAMES of the competition.
g] a student who has played for another Catholic school in the Cup competition in that year.

All schools must submit a completed player Statutory Declaration form to the convenor prior to their first game in the competition.

Any new player not on Statutory Declaration during season must be sent to convenor on another Statutory Declaration Form, [ only if it is before the END of the preliminary rounds of competition].

2. BLOOD BIN

The Blood Bin will apply for all CCC Cup games as per Premiership Guidelines. The referee will be the sole adjudicator on such matters.

3. COACH QUALIFICATIONS

All coaches must have a minimum qualifications of “International Games Coach” [NCAS Level-1]
As a minimum each team must have a employed current teacher from the school involved as a coach, manager, trainer.

4. SIN BIN

In the CCC Cup only a 5 min sin bin period will be used.

5. CODE OF CONDUCT

It is emphasized that the strictest code of conduct should be observed at all times by players, coaching staff, officials and spectators at all CCC Cup games. [ see Code of Conduct attached to this Manuel]

Spectator groups must be under strict teacher supervision at all times.

Any incidents of unsavory behavior either on or off the field should be immediately reported to the Local Zone Convenor and also to NSWRL Coaching and Development Manager[02 9971 0877]

Strong disciplinary action will be taken against any offender or offending school, including suspension and possibly, exclusion from participation in any future Rugby League Competitions.

6. COMPETITION PERIOD

The competition will be played between the months of March and October. All competition deadlines must be adhered to, failure to do so may lead to team forfeit or loss of home ground and /or disqualification as outlined under" Play by Dates.”

7. CUP DRAW

After receiving entry forms each zone convenor will be responsible for its own draw in the preliminary four games.

Round of 16 up to final will be organized by NSW CCC and NSW RL Academy in conjunction with representatives from the participating school bodies.

8. DRAWN GAMES

This will only apply from the Round of 16 games to the Final.

In preliminary games at the end of regular time if both teams are tied, they will both be allocated 1 point each.

In the event of a tied game after normal time, the following criteria will apply:
* a further 5 mins each way shall be played under “Golden Point Rule” [ first point scorer wins].

a toss of the coin will determine who shall restart the game.

Should scores be equal after Golden Point then the following criteria below will be used to determine winner,

1 The team scoring the most tries will be declared the winner.
2 If tries are equal, the team scoring the first try will be declared the winner.
3 Where no tries are scored, the team scoring the first points will be declared the winner.

4 Where no points are scored , the team receiving the most penalties will win.
5 When penalties are even, the team receiving the first penalty will be declared the winner.
THE IMPORTANCE OF KEEPING ACCURATE PENALTY COUNT AND FIRST PENALTY RECEIVED IS IMPORTANT.
9. ENTRY
ONLY ONE TEAM PER SCHOOL CAN BE ENTERED IN THIS COMPETITION.
Entry forms for nominations in the 2010 CCC Cup must be completed and copies sent to the local Zone Convenor and NSW CCC Secretary.
Forms can be fond in NSW CCC Journal, NSW CCC RL and NSW RL Academy websites.

10. FORFEITS

Forfeits at any time are not acceptable.

It is understood that that some schools find it much harder to fulfill commitments when the time arrives than when they entered some months previously. Forfeits not only let down and create problems for the school forfeited to, but also reflect badly on the school that forfeits.

In the case of forfeits in the preliminary games the following will take place
Team that is forfeited against will receive automatically 20 points for their for and against.
From the round of 16 on wards to final the team being forfeited against shall be declared the winner unless there is sufficient notice so has to promote the next best school into that game. Sufficient notice would be 10 school days.

11. INSURANCE

The organizers with NSW RL have insured each nominated player for his school in the respective State Government Insurance Schemes. It must be emphasized however, that these policies ONLY COVER PERMANENT INJURY AND DISABILITY. Its is recommended that players be covered under the highest category available in a Medical Benefits Fund.

12. KICKING TEES

Kicking Tees permitted and have to be approved by the League: i.e.. Teams cannot use cut down road markers.

“Kicking Tees may be used provided they are a product which have been officially Licensed by the ARL/NSWRL. Such Tee’s may be used for kicks at goal and starts and restarts of play from the 50m line.”

13. MATCH DURATIONS

All games will consists of two halves.

If a Gala Day is held games will be 20 mins a half with 5 min halftime.

Normal preliminary games shall be 25mins a half with a 5 min halftime. If both coaches agree then it can be 20mins a half.

From the Round-16 to final all games shall be 2x 30min halves with a 10min halftime.

There will be no time off in any matches, with the following exception, Referees cautions upon issuance of the appropriate signals.

All matches in the preliminary rounds and Round of 16 shall be played under a “Mercy Rule”. When a team gets in front by a total of 40 points, the game shall be called off.

14. MATCH VENUES

When schools must travel long distances, say in excess of 400kms to a venue, it is requested that the two schools liaise, in conjunction with local convenors to agree on a mutually acceptable near mid-point venue.

In the draw the team on the left side shall be the home side and be responsible for organizing venue and paper work etc. This will go up to the Round of 16

The home team must organize the referee and also provide a qualified Sports Trainer, ice, proper stretcher, all field equipment, ball persons, managers table and timekeeper, area for interchange players to be seated and a ground manager etc.

The home team will have to also pay for the referee $35/game.

In a Gala Day format each school will pay the convenor on arrival $40 for referees fees.

The Home team MUST fax all results to local convenor, NSWCCC Secretary & NSW RL.

The home team pay referee concept will go up to and including the Round 0f 16.

In the quarter finals, semi-final and grand final the organizers shall cover the costs of all officials.

In the semi final and grand final 3 officials will be allocated for game, [referee, 2 touch judges].

15. PLAY- BY DATES

All matches are required to be played on or before the date set down in the draw. Play-by dates must be adhered to or the offending school may a] loose any home ground allocation b] be deemed to have forfeited.

Only exceptional circumstances for extension [e.g.. flood conditions] will be considered.

Such extension requests will be arbitrated by: The Local Convenor

Round of 16 and to grand final by competition -coordinator after consultation with the relevant local convenors.

Each request for an extension will be treated on its merits and must be submitted in writing within 24 hours of the event which precipitated the match postponement. The absence of a “star” player or players will not be accepted as sufficient reason for extension beyond play-by dates.

18. PLAYER OF THE YEAR AWARD

CHARLIE MCGEE MEDAL

The CCC Cup Player of the Competition Award will be to the individual who polls most points from a selected judge determined by the organizers. The polling will start from the Round of 16 and continue until the grand final.

The Player of the Year will receive the Charlie McGee Medal. Any player dismissed from the field of play and charged with an offence shall not be eligible for the award unless completely exonerated by the Judiciary Committee. Similarly any player cited and/or fined for any on-field misconduct charge will not be eligible for the award.

19. PROTESTS

All protests must be lodged in writing by 3.00pm on the first business day following the match to the NSW CCC RL Secretary.

The letter must be signed by both team coach and school Principal.

20 . REFEREES AND TOUCH JUDGES

Qualified referees and touch judges arranged by the home school in conjunction with zone convenors and local referees association must control all matches.

Costs of officials should be borne by home school.

Officials [referees and touch judges] should not have close associations with the schools they are controlling.

21. REPLACEMENTS

Since the competition is about promoting participation then in all games up to the Round of -16 each school can use seven [7] fresh reserves with unlimited interchange.

All teams MUST nominate 20 players.

In the quarter final to grand final four [4] fresh reserves with a maximum of 10 interchanges. Each school can strip 20 players for the game.

Any infringements of this rule can lead to a school being disqualified.

22. SEND OFFS

Any player sent from the field should report to the local Senior or Group Secretary by his own school.

The Senior Club or Group can take the necessary disciplinary action.

In the semi finals and grand final any send off player or cited player, the League may convene any required Judiciary procedures.

ALL GAMES VIDEOED ON BEHALF OF NSWCCC RL IS THE SOLE PROPERTY OF NSWCCCRL AND CAN BE USED BY NSWCCCRL AND NSW RL IF REQUIRED FOR JUDICAL PURPOSES.

23. SCHOOL COLOURS

In the event of a colour clash the organizers will by a toss of a coin, determine which school will wear another set of jerseys. [provided by league or local club etc]

Schools are asked to ensure all players are in numbered jerseys preferably from 1 to 20.

No player is to take the field with the same number of another player in their team.

All teams should have the same socks, shorts and jersey that signifies their school playing gear.

24. TRAINERS

ON FIELD TRAINERS

It is important that ALL trainers that take the field are Fully Qualified with a minimum accreditation being ARL First Aid Officer Level-1 [FAO-1] or Senior First Aid.

ALL TRAINERS

Must be suitably attired.

Must not enter the field unnecessarily. It must be remembered that they are to treat injured players and NOT just to RUN MESSAGES on for the coach.

Must not stand behind play issuing instructions to players.

Must not interfere with the run of play.

Must return to the players bench immediately after attending to players and not “Walk the Side Line.”

NB: If students are used as Water Runners then they should be suitably attired, must not interfere with the run of play and must not run messages for the coach.

If the Trainers/s or Water runner/s do not adhere to the above guidelines then they may be asked to remove themselves from the field of play by the Referee or Ground Manager.

They may then take no further part in the match.

IMPORTANT NOTE RE: INSURANCE

The existing NSW GOVERNMENT SPORTS INJURY DISABILITY SCHEME is compulsory for all players who are registered with various Sports Clubs.

There is an anomaly within this scheme in that students representing their schools who are registered with a Junior Club ARE covered by the State Government Scheme for the playing of sport.

However those not registered with any recognized Club DO NOT QUALIFY for insurance benefits in the case of injury whilst playing for their school.

It should be noted that only PERMANENT DISABILITIES are covered.

In order to satisfy the existing requirements, the organizers of the CCC CUP with the help of NSWRL wish to register all players in the competition in case of Rugby League injury.

So that all players in your team are covered, would you ensure that registration form is completed and returned to the NSW CCC RL SECRETARY. We must have this information BEFORE YOUR FIRST GAME so that the NSW RL can include details with their advisors to the NSW Sport Scheme.

Please indicate in the respective columns of registration form those players who ARE ALREADY COVERED and those NOT COVERED. We will obviously only need to cover those not already registered with weekend Rugby League Clubs.

YOUR PROMPT ACTION ON THIS MATTER IS VITAL, IN THE INTEREST OF YOUR STUDENTS.

CODE OF CONDUCT

PLAYERS

Play for the fun of competing-not just to please others.

A good player is a self-disciplined person-stay in control of yourself always.

Never be guilty of any “cheap shots” i.e.. Taking an unfair advantage of another.

Be a good sport –respect good play, whether yours, your team’s or an opponent’s.

Never argue with the Referee or any others there to help you.

Work hard on your own game and play your part in the team effort.

The rules are there to ensure your enjoyment and safety- Play by them.

Always co-operate with those in your team.

COACHES, PLAYERS & PARENTS

Unreasonable demands made on players rarely bear fruit.

Teach respect for rules and authority, by word and example.

Support every effort to rid school sport of verbal and physical abuse.

It may not be necessary to de-emphasize winning as to decriminalize losing.

Avoid tendency to over use a talented player.

Be positive, avoid harsh criticism or ridicule.

Injured players should not be allowed to compete-for their own sake.

Encourage the development of basic skills –first and foremost.

Teach the players that an honest effort is as important as victory.

Teach players to realize that there is a big gap between their play and the professional game.

SPECTATORS

Condemn any forms of violence

Respect the Referee’s decisions- they usually know better than you.

Behave! Any unseemly language, harassment of anyone or childish behavior is not a good example for those who should be leaders.

Applaud good play- not just your own teams.

Remember that the players are not there primarily to entertain you or to meet your expectations.

Never ridicule or scorn a player for making a mistake – respect their efforts.
Respect the opposition and all authority figures.
Be encouraging to all- be positive in all you say.
